WhatsApp Business API Pricing 2026: Rates by Country and Examples

How Much Does the WhatsApp Business API Cost in 2026?

Meta does not charge a monthly fee for the WhatsApp Business API. Since July 1, 2025 it charges per delivered message, based on the message category and the recipient's country calling code. On top of that, most businesses pay a platform or provider, and some providers add a per-message fee. The rates below were checked on October 11, 2026.

Your total bill has three layers:

  1. Meta's per-message fees. Set by category and country, billed only for delivered messages.
  2. Your platform or provider. A subscription, sometimes plus a fee or markup per message.
  3. Your own build and hosting, only if you connect directly to Meta instead of using a platform.

For setup, requirements and the 24-hour window, see our WhatsApp Business API guide. This page is about the money.

How Does WhatsApp Business API Pricing Work?

Meta charges per delivered message, not per conversation. Every message from a business to a customer falls into exactly one of five categories and can only incur one charge. Meta does not charge for messages from customers to your business, and it does not charge for messages that were sent but not delivered.

CategoryWhat it coversHow it is sent
MarketingPromotional messages, such as offers, product suggestions and abandoned cart remindersTemplate
UtilityTransactional messages, such as order updates and payment confirmationsTemplate
AuthenticationOne-time passcodes for identity verificationTemplate
ServiceAny reply inside the 24-hour customer service window, from a person or a third-party AI botNon-template
Meta Business AgentReplies written by Meta's own AI agentNon-template

Template messages can be sent at any time, with the customer's opt-in. Non-template messages only work inside a 24-hour window that opens, and resets, each time the customer writes to you.

Meta Business Agent is billed differently: one global rate of $2.00 per 1 million tokens. Meta says one message typically uses 20,000 to 25,000 tokens, which comes to roughly 4 to 5 US cents. Replies from third-party chatbots or human agents are billed as service messages instead.

What Is Free on the WhatsApp Business API?

Meta lists two situations where a delivered business message is free, plus a few smaller exceptions:

  • The first 1,000 service messages per month, per business phone number. The allowance resets monthly and does not roll over. Meta charges from the 1,001st service message.
  • Messages inside a free entry point window. When a customer messages you from an ad that clicks to WhatsApp (on a phone running the Android or iOS app) and you reply within the service window, that reply is not charged and opens a window of up to 7 days. Marketing, utility, authentication and service messages are free inside it. Meta Business Agent messages are still charged. One Meta marketing page still says 72 hours, so check your own pricing analytics.
  • Messages from customers to you, and anything that was not delivered.
  • Service messages from eligible governments and non-profits, which stay free beyond the monthly allowance through December 31, 2027.

Two changes landed on October 1, 2026. Service messages, which had been free since November 2024, became chargeable above the free allowance. Utility messages sent inside an open service window, free since July 2025, became chargeable too. Meta also warns that if your account has no payment method in its Billing Hub, service messages stop being delivered once the free allowance is used up.

How Much Does One WhatsApp Message Cost by Country?

It depends on the category and the recipient's country. Among the seven markets below, list rates run from $0.0014 for an India utility message to $0.1365 for a Germany marketing message. These are USD list rates per delivered message, as shown by the rate calculator on Meta's WhatsApp Business pricing page on October 11, 2026.

MarketMarketingUtilityAuthenticationService
United States and Canada ("North America")$0.0250$0.0034$0.0034$0.0034
India$0.0118$0.0014$0.0014$0.0014
Brazil$0.0625$0.0068$0.0068$0.0068
United Kingdom$0.0635$0.0220$0.0220$0.0220
Germany$0.1365$0.0550$0.0550$0.0550
Indonesia$0.0411$0.0250$0.0250$0.0250
Mexico$0.0397$0.0085$0.0085$0.0085
↔ Scroll sideways

What to know when reading the table:

  • Marketing is the most expensive category in every market above. In Germany it costs 2.5 times a utility message, and in Brazil about 9 times.
  • Utility, authentication and service show the same list rate in these seven markets.
  • US marketing is a special case. Meta's per-user marketing limits page says WhatsApp does not currently deliver marketing template messages to numbers with a +1 code and a US area code. You cannot spend the North America marketing rate on US recipients.
  • Meta publishes rates in 16 currencies. For India it lists marketing at ₹0.8631 and utility and service at ₹0.115 per message.
  • Rates change only on January 1, April 1, July 1 and October 1. Mexico's marketing rate, for example, rose on October 1, 2026. Meta gives at least one month of notice for a rate card update.
  • Other countries are covered too. Meta's rate card has 47 markets: 39 named countries and 8 regions, such as "Rest of Latin America". A country that is not on the card maps to "Other".
  • Authentication-international rates are higher. Depending on where your business is based, you can be charged them in up to 18 markets. Check Meta's page if you send passcodes abroad.

How Do WhatsApp Volume Tiers Work?

Volume tiers lower the per-message rate for utility and authentication messages as your monthly volume grows. They do not apply to marketing or service messages. Tiers are set per market and category, counted across your business portfolio, and reset each month. Each rate only applies to the messages inside its tier.

Here is the tier ladder for utility messages to Brazil, from Meta's calculator:

Monthly Brazil utility messagesRate per message
1 to 250,000$0.0068
250,001 to 2,000,000$0.0065
2,000,001 to 17,000,000$0.0061
17,000,001 to 35,000,000$0.0058
35,000,001 to 70,000,000$0.0054
Over 70,000,000$0.0051
↔ Scroll sideways

Say you send 300,000 utility messages to Brazil in a month. The first 250,000 cost $0.0068 each, which is $1,700.00. The next 50,000 cost $0.0065 each, which is $325.00. The total is $2,025.00, against $2,040.00 at the flat list rate. That is a $15 saving, or about 0.7%.

Tiers pay off at large volumes. A business sending a few thousand messages a month stays in the first tier, so use the list rate for your budget. Messages sent inside a free entry point window do not count toward tiers.

What Does the WhatsApp Business API Cost in Real Examples?

These examples use the list rates above and ignore provider fees, taxes and currency conversion. The math is shown so you can swap in your own numbers.

Example 1: A shop in Brazil. In one month it sends 2,000 marketing messages, 1,500 utility messages for order updates, and 3,000 service replies inside the 24-hour window.

  • Marketing: 2,000 x $0.0625 = $125.00
  • Utility: 1,500 x $0.0068 = $10.20
  • Service: 3,000 replies, minus the 1,000 free, leaves 2,000 x $0.0068 = $13.60
  • Total: $148.80

Example 2: A clinic in the US. It sends 800 appointment reminders as utility messages and 2,500 service replies. It sends no marketing templates, since those are not delivered to US numbers.

  • Utility: 800 x $0.0034 = $2.72
  • Service: 2,500 minus 1,000 free leaves 1,500 x $0.0034 = $5.10
  • Total: $7.82

Example 3: The same 5,000-message marketing campaign in different markets.

MarketCalculationCost
Germany5,000 x $0.1365$682.50
United Kingdom5,000 x $0.0635$317.50
Brazil5,000 x $0.0625$312.50
Indonesia5,000 x $0.0411$205.50
Mexico5,000 x $0.0397$198.50
India5,000 x $0.0118$59.00

The audience's country moves the bill more than anything else you control.

How Much Do Providers Add on Top of Meta Rates?

Meta's fee is the floor, not the whole price. Providers, also called business solution providers, charge for the platform and sometimes for each message. Here is what two providers published on their own pricing pages on October 11, 2026:

ProviderWhat its page lists
TwilioA $0.005 per-message fee, inbound or outbound, on top of Meta's rate (page dated September 2026)
AiSensyPaid plans at ₹1,500, ₹3,200 and ₹9,100 per month, and India per-message rates of ₹1.09 for marketing and ₹0.145 for utility, authentication and service messages beyond the first 1,000 free each month
↔ Scroll sideways

Compare that with Meta's own figures. For 1,000 US utility messages, Meta's fee is 1,000 x $0.0034 = $3.40, and Twilio's fee is 1,000 x $0.005 = $5.00, so the provider fee is the larger part at $8.40 in total.

For India, Meta's marketing rate is ₹0.8631, and AiSensy lists ₹1.09. By my arithmetic, 10,000 marketing messages cost ₹8,631 at Meta's rate and ₹10,900 at AiSensy's listed rate, about 26% higher, before the monthly plan. AiSensy's utility rate of ₹0.145 is also about 26% above Meta's ₹0.115.

That is not a verdict on any provider, since you are paying for the tooling around the API and not only for the messages. Pricing models differ, so ask for a written rate card that shows Meta's fee and the provider's fee separately.

Does the WhatsApp Business App Cost Anything?

Not every feature runs on the API. In the WhatsApp Business app, sending a marketing message or business broadcast to several contacts at once is a paid feature, available in limited countries. WhatsApp's Help Center says you pay for each message delivered to a chosen recipient within five days, using rate cards and a payment method you add in the app.

You can also schedule these messages, which is the closest WhatsApp comes to a built-in scheduler. Our guide on how to schedule a WhatsApp message covers it, along with the workarounds and their risks.

How Can You Keep WhatsApp API Costs Down?

  • Answer customers inside the 24-hour window. Service replies get 1,000 free per number each month, and a reply does not need a template.
  • Use ads that click to WhatsApp when they fit your strategy. Replies inside the free entry point window are free for marketing, utility, authentication and service messages.
  • Treat marketing as the expensive category. Send it to opted-in contacts who want it. Every market in the table prices it well above utility.
  • Check the country mix before you plan a campaign. The same send costs more than 11 times as much in Germany as in India.
  • Add a payment method early. Without one, service messages beyond the free allowance are not delivered.
  • Read your pricing analytics. Meta exposes per-message pricing breakdowns and tier progress, so you can compare your bill to your estimate.

Where Does FlowGent Fit Into WhatsApp Costs?

FlowGent connects your own WhatsApp Business Account through Meta's login flow, and it has a WhatsApp channel. Meta's per-message fees from this page apply to your WhatsApp account whichever platform you use, so budget for them separately from the software.

FlowGent plans start at $19/month for flows without AI, with a 7-day free trial. AI plans start at $49/month. See FlowGent pricing for the full list. If you are not ready for the API yet, a click-to-chat link from the free WhatsApp link generator lets customers start a chat with no setup cost, and our WhatsApp chatbot guide walks through connecting a bot step by step.

Frequently Asked Questions

Is the WhatsApp Business API free?

There is no Meta fee for access, but messages are not free. Meta charges per delivered business message by category and country. The first 1,000 service messages per business phone number each month are free, and messages from customers to you are free. Your platform or provider charges its own fees on top.

How much does one WhatsApp message cost?

It depends on the category and the recipient's country. In Meta's USD list rates, a utility message costs $0.0034 in the US and Canada and $0.0014 in India, while a marketing message costs $0.0118 in India and $0.1365 in Germany. See the rate table above for more markets.

How can I send 10,000 messages on WhatsApp?

Through the WhatsApp Business Platform, to opted-in contacts, using an approved template. At list rates, 10,000 marketing messages cost $118 in India, $397 in Mexico, $625 in Brazil, $635 in the United Kingdom and $1,365 in Germany, before provider fees. WhatsApp's Help Center says unauthorized bulk or automated messaging violates its Terms of Service.

Is the WhatsApp API cheap?

For transactional messages it can be. 10,000 US utility messages cost $34 at Meta's list rate. Marketing is a different story, at 13.65 cents per message in Germany. Provider fees and your volume mix decide whether it is cheap for your business.

Do I pay for messages that are not delivered?

No. Meta charges only for delivered messages, not for messages that were sent. Marketing messages can also fail to deliver because of WhatsApp's per-user marketing limits, and an undelivered message is not charged either.

When do WhatsApp prices change?

Meta may update pricing only on the first day of each quarter: January 1, April 1, July 1 and October 1. It gives at least one month of notice for a rate card update and longer for new pricing features. Check Meta's pricing page before you budget a campaign.

Do customers pay for WhatsApp business messages?

Meta's pricing page describes charges for messages from businesses to users only. It says it does not charge for messages from users to businesses.
